SUBJECT - AVIATION SAFETY ACTION MESSAGE, INFORMATIONAL, ALL U.S.
ARMY AIRCRAFT, FOOT AND MOUTH DISEASE AIRCRAFT DECONTAMINATION,
GEN-01-ASAM-02.  THIS MESSAGE IS EFFECTIVE UNTIL RESCINDED OR
SUPERCEDED.
                              NOTE
THIS IS AN AVIATION SAFETY ACTION MESSAGE ISSUED IAW AR 95-1,
CHAPTER 6, 1 SEP 97.  THIS MESSAGE HAS NOT BEEN TRANSMITTED TO UNITS
SUBORDINATE TO ADDRESSEES.  ADDRESSEES SHOULD IMMEDIATELY RETRANSMIT
THIS MESSAGE TO ALL SUBORDINATE UNITS, ACTIVITIES OR ELEMENTS
AFFECTED OR CONCERNED.  THE RETRANSMITTAL SHALL REFERENCE THE
MESSAGE.  ACTION ADDRESSES WILL IMMEDIATELY VERIFY THIS TRANSMISSION

1.  PRIORITY CLASSIFICATION - N/A.
                             NOTE
IAW AR 95-1, PARA 6-6A, MACOM COMMANDERS MAY AUTHORIZE TEMPORARY
EXCEPTION FROM ASAM MESSAGE REQUIREMENTS.  EXCEPTION MAY ONLY
OCCUR WHEN COMBAT OPERATIONS OR MATTER OF LIFE OR DEATH IN CIVIL
DISASTERS OR OTHER EMERGENCIES ARE SO URGENT THAT THEY OVERRIDE
THE CONSEQUENCES OF CONTINUED AIRCRAFT OPERATION.
2.  TASK/INSPECTION SUSPENSE DATE - COMPLETE THE PROCEDURES IAW
PARAGRAPHS 8 AND 9 AS SOON AS POSSIBLE FOLLOWING DECONTAMINATION
FOR FOOT AND MOUTH DISEASE.
3.  REPORTING COMPLIANCE SUSPENSE DATE - N/A.
4.  SUMMARY OF PROBLEM -
    A.  AS A RESULT OF REPORTED OUTBREAKS OF FOOT AND MOUTH DISEASE,
VARIOUS COUNTRIES ARE CONSIDERING SPRAYING AIRCRAFT (BOTH EXTERIORS
AND INTERIORS) WITH VARIOUS DISINFECTANT SOLUTIONS TO PREVENT THE
SPREAD OF FOOT AND MOUTH DISEASE. APPLICATION OF UNAPPROVED
DISINFECTANTS SUCH AS SODIUM HYPO-CHLORITE (COMMON HOUSEHOLD CHLORINE
BLEACH) TO AIRCRAFT CAN CAUSE CORROSION AND LEAD TO STRUCTURAL
DAMAGE.  AIRCRAFT WILL BE DISINFECTED AS REQUIRED BY THE COUNTRIES OF
DESTINATION. HOWEVER, IF GIVEN A CHOICE, CHOOSE THE SOLUTIONS
CONTAINING SODIUM CARBONATE AND AVOID THE USE OF SOLUTIONS CONTAINING
CHLORINE BLEACH.  THE INVESTIGATION TO IDENTIFY A NON-CORROSIVE
DISINFECTANT CONTINUES.
    B.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA 12.
    C.  THE PURPOSE OF THIS MESSAGE IS TO ADDRESS ACTIONS REQUIRED TO
MITIGATE AND DOCUMENT THE CORROSION RISK TO AIRCRAFT AND EQUIPMENT.

8.  INSPECTION PROCEDURES -
    A.  UPON RECEIPT OF THIS MESSAGE -
         (1)  UNIT COMMANDERS WILL CONDUCT AN INITIAL BRIEFING
FOR ALL AVIATION MAINTENANCE AND FLIGHT CREW PERSONNEL ON THE
REQUIREMENTS OF THIS ASAM.
         (2)  THE SUBJECT OF THIS MESSAGE WILL BE ANNOTATED ON
THE MISSION BRIEFING REQUIRED IAW AR 95-1.
         (3)  A COPY OF THIS MESSAGE WILL BE INSERTED IN THE
AIRCREW INFORMATION READING FILE REQUIRED IAW AR 95-1.
         (4)  THESE REQUIREMENTS WILL REMAIN IN EFFECT UNTIL THIS
ASAM IS EITHER RESCINDED OR SUPERCEDED.
    B.  UNTIL THIS SITUATION IS UNDER CONTROL, IT IS RECOMMENDED
THAT MACOMS ENCOURAGE IN-DEPTH REVIEW BY UNITS TO ENSURE ALL OPTIONS
ARE CONSIDERED BEFORE FLYING TO, FROM, AND THROUGH THE COUNTRIES WITH
REPORTED FOOT AND MOUTH DISEASE OUTBREAKS.  IF POSSIBLE, ALTERNATE
MEANS OF TRANSPORTATION OR ROUTES SHOULD BE CONSIDERED.
    C.  IF THE AIRCRAFT REQUIRES DECONTAMINATION, PROCEED TO PARA 9.
9.  CORRECTION PROCEDURES - THE FOLLOWING ACTIONS WILL BE TAKEN
TO MINIMIZE CORROSION -
    A.  IF POSSIBLE, CHOOSE A SOLUTION THAT CONTAINS SODIUM
CARBONATE AND ATTEMPT TO RESTRICT THE DISINFECTANT SPRAYING TO
JUST THE AIRCRAFT TIRES/SKIDS AND MINIMIZE OVER SPRAY ON THE
LANDING GEAR COMPONENTS AND WHEEL WELLS IF SO EQUIPPED.
    B.  A CREW CHIEF OR AIRCREW MEMBER WILL ESCORT THE AIRPORT
WORKER AROUND THE AIRCRAFT TO DIRECT AND NOTE THE AREAS SPRAYED.
PERSONNEL SHOULD STAY AT LEAST 15 FEET UPWIND DURING SPRAYING AND
AVOID DIRECT CONTACT.
    C.  IF APPLICABLE, APPLY THE PARKING BRAKE TO MINIMIZE THE
AMOUNT OF DISINFECTANT SOLUTION THAT MAY PENETRATE THE BRAKES.
    D.  DO NOT ALLOW THE DISINFECTANT SOLUTION TO REMAIN ON THE
AIRCRAFT ANY LONGER THAN REQUIRED BY THE LOCAL AUTHORITIES.
ENSURE THAT EXTERIOR AREAS THAT WERE SPRAYED ARE PROMPTLY FLOODED
WITH HIGH VOLUME, LOW PRESSURE CLEAN WATER.  PROMPT CLEAR WATER
RINSING OF TIRES IS ESPECIALLY IMPORTANT.
    E.  SOME AUTHORITIES MAY WANT THE INTERIORS OF CARGO COMPARTMENTS
SPRAYED.  IF GIVEN A CHOICE, DO NOT APPLY DISINFECTANT SOLUTION TO
THE INTERIORS OF AIRCRAFT.  IF DISINFECTANT SOLUTION IS APPLIED TO
THE INTERIORS OF AIRCRAFT, USE MOPS OR RAGS DAMPENED WITH CLEAR WATER
TO REMOVE IT.  IF INTERIORS ARE TO BE SPRAYED, U.S. PERSONNEL WILL DO
THE SPRAYING.  AVOID EXCESSIVE APPLICATION OF SOLUTION TO AIRCRAFT
INTERIORS IN ORDER TO AVOID DAMAGE TO BILGES, ELECTRICAL CONNECTORS,
WIRES, AND COMPONENTS.
    F.  FOLLOWING THE DECONTAMINATION OF THE AIRCRAFT -
        (1)  MAKE THE FOLLOWING ENTRY ON THE DA FORM 2408-13-1.
ENTER A RED HORIZONTAL DASH //-// STATUS SYMBOL WITH THE FOLLOWING
STATEMENT: "AIRCRAFT DECONTAMINATED FOR FOOT AND MOUTH DISEASE.
INSPECT AIRCRAFT IAW GEN-01-ASAM-02."
        (2)  MAKE NOTE OF THE AREAS SPRAYED, TYPE OF DISINFECTANT
USED, CONCENTRATION OF THE SOLUTION, TIME (IN MINUTES) THAT THE
SOLUTION REMAINED ON THE AIRCRAFT, AND HOW THE DISINFECTANT SOLUTION
WAS CLEANED OFF.
    G.  UPON ARRIVAL AT HOME STATION -
        (1)  ENTER A REMARK ON THE DA FORM 2408-15 TO ANNOTATE THE
INFORMATION GATHERED IAW PARAGRAPH 9F(2) ABOVE.
        (2)  WASH EXTERIOR (AND CLEAN INTERIOR, IF APPLICABLE) AREAS
AGAIN IAW EITHER TM 1-1500-344-23, TM 1-1500-204-23-1, OR THE
APPLICABLE AIRCRAFT TECHNICAL MANUAL.  WHERE AIRCRAFT WASHING OCCURS
IN OTHER THAN AUTHORIZED WASHING LOCATIONS, ENSURE INSTALLATION
ENVIRONMENTAL FUNCTION IS CONSULTED FOR COMPLIANCE WITH APPLICABLE
REGULATORY REQUIREMENTS.  LUBRICATE ALL AFFECTED AREAS AND APPLY
CORROSION PREVENTING COMPOUNDS IAW THE APPLICABLE AIRCRAFT TM, TO
ENSURE THAT THE DISINFECTANT SOLUTION IS PUSHED OUT OF JOINTS.
    H.  AFTER COMPLETION OF THE PROCEDURES IN PARA 9G ABOVE, THE
