             Summary of Problem: CECOM issued message GPM-2002-004 to direct repair of the Battery Box, CY-8515, rivets, but many units were not on the distribution list and did not complete the required maintenance. The rivets that secure the battery holders (metal clips) inside the Battery Box, CY-8515, are denting/tearing the battery plastic film labels. This condition may result in exposing the metallic conductor under the label creating the potential for electrical shorts and leakage of corrosive materials.

1.  SUMMARY -

1.1.  Background - CECOM issued message GPM-2002-004 to direct repair of the Battery Box,
CY-8515, rivets, but many units were not on the distribution list and did not complete
the required maintenance.  The rivets that secure the battery holders (metal clips)
inside the Battery Box, CY-8515, are denting/tearing the battery plastic film labels.

4.  INITIAL TAMMS (THE ARMY MAINTENANCE MANAGEMENT SYSTEM) COMPLIANCE REQUIREMENTS -

4.1.  Upon receipt of this message, make the following entry on the DA Form 2408-13-1.
Enter a Red Horizontal Dash //-// status symbol with the following statement:
"Comply with requirements of GEN-03-ASAM-01 NLT 31 December 2002."
Commanders who are unable to comply with the requirements of this message within
the time frame specified will upgrade the affected aircraft status symbol to a Red //X//.

5.1.  Aircraft - Submit Task/Inspection Compliance Report for this message to the
appropriate aircraft Log POC (para 13.2) and the CECOM POC (para 13.3)
NLT 3 January 2003.

5.2.  Retail Stock (Installation level and below) - Submit Task/Inspection
Compliance Report for this message to the appropriate aircraft Log POC (para 13.2)
and CECOM POC (para 13.3) NLT 3 January 2003.

5.3.  Wholesale Stock (Including Depot stock, Depot Maintenance and Single Stock Fund)
- Contact the CECOM POC (para 13.3) NLT 23 December 2002 for further instructions.

6.  SPECIAL PROVISIONS TO MESSAGE REQUIREMENTS (AIRCRAFT) -

6.1.  Aircraft at Contractor Facility - dd 250 aircraft will be inspected and corrected
prior to those aircraft departing for ferry to final destination.

6.2.  Aircraft in Ferry status/Away from home station - Comply with message requirements
within 10 hours/14 days of arrival at final destination.

7.  TECHNICAL PROCEDURES/INSTRUCTIONS -

7.1.  Locate Battery Box, CY-8515, on subject aircraft.

....The Manufacturer's Code is not FSCM 80063.

7.2.  On the Battery Box identaplate identify the serial number and Contractor Number
(CONTR NO) or Manufacturer Code (MFR XXXXX).  This information will be included in
the Task/Inspection Report to the Log and CECOM POC's IAW para 5 of this ASAM.

7.3.  Remove the battery cover and inspect the condition of each battery label for any
signs of damage, such as dents or tears.  Damaged batteries will be removed from
service immediately and disposed of in accordance with local environmental regulations.

7.4.  Inspect the eight rivets that retain the five metal clips (the center pair of
clips typically do not have the larger rivets installed) for any sharp or burred edges
that may damage the battery surface.  Rivet edges should not exceed a height of one
thirty-second (1/32nd) of an inch from the top of the clip base.

7.5.  Battery boxes containing noncompliant rivet height and surfaces will be taken
to the appropriate shop (AVUM/DOL/CSMS) for inspection and necessary repairs.  Repairs
may include bucking, filing, and/or polishing the rivets and/or metal clips to remove
any sharp or burred edges that may damage the battery surface.

....IAW paragraph 10.3 of this ASAM.

7.6.  It is also recommended that additional personnel be used to hold open the battery
clips when installing or removing batteries.  This is due to the fact that the clips
are extremely strong and may cause gashing in the side of the battery during
installation or removal.

7.7.  Clear the entry from paragraph 4.1. and note compliance on DA Form 2408-15.

8.  PROCEDURES/INSTRUCTIONS FOR ASSEMBLIES/COMPONENTS/PARTS IN WORK OR IN STOCK
(AT ALL LEVELS INCLUDING WAR RESERVES) -

8.1.  Items in Retail Stock - Commanders and facility managers that maintain retail
stock at installation level and below will perform the requirements in paragraph 7 above.

8.1.1.  Suspend issue of affected items until in compliance with message requirements.

8.1.2.  Contact the supported aviation unit, as required, to perform the procedures
required on affected items.

8.1.3.  Comply with inspection and correction procedures as required to return items
to serviceable stock.

8.1.4.  Submit Task/Inspection reports IAW para 5.

8.2.  Items in Single Stock Fund and in Work (Overhaul/Repair Facility) - Depot,
unit and other maintenance activity commanders will ensure items listed in para 3
are not issued until they are in compliance with this message.

8.3.  Items in Wholesale Stock - Depot storage facilities will contact the CECOM
POC IAW para 13.3 for instructions.
