NOTE - THIS IS AN AVIATION SAFETY ACTION MESSAGE ISSUED PER AR 95-3,
CHAPTER 5 REVISION VIA MESSAGE HQ AVSCOM, AMSAV-XSOF, 181900Z SEP
90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER 5, SAFETY OF FLIGHT
MESSAGES.  THIS MESSAGE HAS NOT BEEN TRANSMITTED TO UNITS
SUBORDINATE TO ADDRESSEES.  ADDRESSEES SHOULD IMMEDIATELY RETRANSMIT

    A.  SEVERAL UNITS HAVE REQUESTED THAT AN ENGINE CLEANER BE
IDENTIFIED WHICH HAS NO HYDROCARBON SOLVENTS DUE TO ENVIRONMENTAL
PROTECTION AGENCY (EPA) RESTRICTIONS.  THE APPROPRIATE MILITARY
SPECIFICATION FOR TURBINE ENGINE GAS PATH CLEANING COMPONENTS,
MIL-C-85704, HAS BEEN REVISED TO INCLUDE TYPE II AND TYPE IIA
CLEANERS WHICH ARE AQUEOUS CLEANERS THAT DO NOT CONTAIN HYDROCARBON
SOLVENTS.  TYPE II CLEANERS REQUIRE DILUTION WITH WATER, WHILE TYPE
IIA CLEANERS ARE READY FOR USE;  NO DILUTION REQUIRED.
    B.  THE PURPOSE OF THIS MESSAGE IS TO INFORM USERS OF AN
APPROVED CLEANER (TYPE II, AND IIA) FOR ALL TURBINE ENGINES.

9.  CORRECTION PROCEDURES -
    A.  CURRENTLY B&B 3100 (MIL-C-85704, TYPE I) IS THE PRIMARY
CLEANER FOR ARMY TURBINE ENGINES AND REMAINS AN APPROVED CLEANER FOR
LOCALES WHERE ENVIRONMENTAL RESTRICTIONS PERMIT.  ENGINE CLEANERS
THAT CONFORM TO MIL-C-85704, TYPE II AND TYPE IIA ARE ALSO ACCEPTABLE
ENGINE CLEANERS FOR ALL ARMY TURBINE ENGINES AND MEET EPA
ENVIRONMENTAL REQUIREMENTS.  UNITS SHOULD CONTINUE USE OF B&B 3100
WHERE NOT RESTRICTED.  HOWEVER, WHERE ENVIRONMENTAL RESTRICTIONS
PRECLUDE ITS USE MIL-C-85704, TYPE II AND TYPE IIA CLEANERS SHOULD BE
USED.  ALTHOUGH NOT APPROVED FOR ARMY USE AT THIS TIME ENGINE
MANUFACTURERS HAVE APPROVED OTHER PRODUCTS SUCH AS ZOK-27, (T53,
T55,  T63, T703,T700) AND RMC (T700 ONLY)  UNTIL SUCH TIME AS THESE
PRODUCTS ARE QUALIFIED TO MIL-C-85704, ARE ADDED TO THE QUALIFIED
PRODUCTS LIST (QPL), AND THE FIELD IS SO NOTIFIED, THESE PRODUCTS
SHOULD NOT BE USED.
    B.  APPROVED TYPE II AND TYPE IIA CLEANERS SHALL BE USED IN
ACCORDANCE WITH THE EXISTING WASHING PROCEDURE IN THE APPLICABLE
MAINTENANCE MANUAL EXCEPT THAT TYPE IIA CLEANERS DO NOT REQUIRE
DILUTION WITH WATER.  TYPE II AND TYPE IIA CLEANERS ARE NOT AS
EFFECTIVE AS TYPE I CLEANERS (B&B 3100), THEREFORE MORE FREQUENT
ENGINE WASHES MAY BE REQUIRED TO ACHIEVE SATISFACTORY RESULTS.
